Last month, one of our plumbing clients spent $2,400 on Google Ads to get people to their website. We tracked 1,847 visitors. Of those, 1,634 left without filling out a form or calling. A typical conversion rate for local service ads is around 5-8%. But here's what most local businesses miss: those 1,634 people are worth a fortune if you reach them again. That's where retargeting comes in. We ran retargeting ads to that same audience and converted 127 of them into leads at $18 per lead instead of $120 per lead from cold search traffic. That's a 83% cost reduction on leads that were already interested.

Where Your Retargeting Money Should Go (By Priority)

Retargeting budgets aren't created equal. Your homepage visitors are worth way less than people who visited your 'pricing' page or submitted a form but didn't book. We bucket our audiences into tiers. Tier 1: People who visited your booking/contact page but didn't convert. Tier 2: People who visited your service pages. Tier 3: Everyone else on your site. Spend 50% of your retargeting budget on Tier 1, 35% on Tier 2, 15% on Tier 3.

One of our jewelry stores ran retargeting campaigns across all three tiers for three months. The Tier 1 audience (people who visited their appointment booking page) had a conversion rate of 8.2% and a cost-per-conversion of $22. The Tier 3 audience had a conversion rate of 1.1% and cost-per-conversion of $93. Same ad spend, completely different returns. Yet most businesses are spending equally across all audiences because they don't segment.

The Creative That Actually Converts (Not Just Impressions)

Static ads don't work for retargeting. You need dynamic ads that show what they actually looked at. Meta (Facebook/Instagram) calls this 'dynamic product ads.' Google calls it 'responsive search ads with image assets.' The idea is the same: if someone visited your 'engagement ring' page, they see an ad with your engagement rings and a call-to-action that says 'view our collection.' If they visited your services page, they see a different ad entirely. We tested this with a dental practice. Static ads got 0.8% click-through rate. Dynamic ads got 3.2% CTR. That's 4x better performance.

Retargeting isn't about shouting louder. It's about showing people exactly what they already wanted to see.

Use urgency-based messaging carefully. 'Last slot available for Saturday appointments' works. 'CLICK NOW!!!' doesn't. We tested urgency ads on a car wash chain: 'Book your detail package before Friday for 15% off' got 4.1% CTR. The same package without urgency got 1.9% CTR. Timebound offers work because they're honest, not manipulative.

Frequency Cap or Die Trying

Show your ad to the same person 8-12 times per week, and you've crossed into annoying territory. We see click-through rates drop 40% after 15+ impressions per week. Set frequency caps: no more than 3-5 times per day per person, no more than 12 times per week total. Google Ads lets you do this. Meta lets you do this. If you're using a smaller platform, use campaign scheduling to control exposure. One of our HVAC clients was showing ads 20+ times per week. We capped it at 5 impressions per day. Their CPC actually went down 22% because their relevance score improved (fewer people were annoyed and ignoring the ad).

Platform Strategy: Where to Actually Spend

Google Ads retargeting (Search + Display) is table stakes. But it doesn't own local business retargeting. We split our budget: 40% Google Search (people actively searching after they visited), 30% Google Display (passive retargeting on news sites and blogs), 20% Meta (Facebook/Instagram—essential for jewelry, services, beauty), 10% TikTok if your audience is under 35. One of our tattoo studios had amazing results on TikTok because their audience is 18-28. Their optometry client got zero conversions from TikTok, so we reallocated that to Google Search. Match your platform to your customer demographics.

Google Search retargeting is underutilized. If someone visited your 'roof repair cost' page and then searches 'how much does a new roof cost,' you can show them a search ad bidding higher and using different copy. This converts at 11-18% because they're actively searching, not passively scrolling. Set it up inside Google Ads by creating a 'Search audience' and creating new campaigns that only target people who've visited your site.
